Procedures for Addressing the Council
This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic.

Written comments may be sent to the City Clerk's Office at cityclerksgroup@cityofbrea.net no later than 2:00 p.m. on Tuesday, January 19, 2021.  Any comments received via email will be summarized aloud into the record at the meeting. The Council Chambers will be closed to the public. To provide comments by teleconference (zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 2:00 p.m. on Tuesday, January 19, 2021 to obtain the Zoom Meeting ID number and password. Teleconference attendees will participate via audio only and will be muted until recognized at the appropriate time by the Council - video display will be disabled.  The meeting will also be broadcast live at www.cityofbrea.net.

16.   Response to Public Inquiries - Mayor / City Manager
 
PUBLIC HEARING - This portion of the meeting is for matters that legally require an opportunity for public input.  Audience participation is encouraged and is limited to 5 minutes per speaker.
 
17.   Appeal of Planning Commission’s Decision of CUP No. 20-15 - Approve the request to Establish a Recreational Vehicle and Boat Storage Facility at 285 North Berry Street, in the C-M (Commercial Industrial) Zone. Find the project exempt from the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines Section 15301 (Class 1, Existing Facilities); and approve the appeal: approving Conditional Use Permit (CUP) No. 20-15, based on the findings and conclusions and subject to the conditions of approval in Resolution No. 2021-001.

18.   Parks, Recreation and Human Services Facility Needs Assessment Report - Receive and file report. There is no impact to the General Fund. 
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

CITY COUNCIL - CONSENT
 
19.   December 15, 2020 City Council Regular Meeting Minutes - Approve. 
 
20.   Resolutions Authorizing the Director of Public Works to Prepare and File Reports Relating to Annual Maintenance Assessment in Landscape and Lighting Maintenance Districts 1 Through 7 - Adopt Resolution Nos. 2021-002 through 2021-008. There is no fiscal impact to the General Fund. 

 
 
21.   2021 Brea Legislative Platform - Adopt the 2021 City of Brea Legislative Platform prior to the upcoming legislative session. There is no fiscal impact to the General Fund. 
 
22.   Purchase of the National Incident-Based Reporting Module from Motorola Solutions Inc. - Authorize the Police Department to Purchase the National Incident-Based Reporting Module from Motorola Solutions Inc. for $23,585.12. The Fiscal Year 2020-21 budget has sufficient funding available in the Dispatch Impact Fees account (543-21-2133-4639). The on-going annual maintenance of $2,998.20, will be budgeted in the Information Technology Internal Support Fund (Fund 475).
 
23.   Purchase Online Citizen Reporting System - Coplogic - Authorize the Police Department to purchase the Coplogic online reporting system at an annual cost of $13,020. The fiscal impact is $1,085 per month for an annual cost of $13,020. 
 
24.   Public Sidewalk Easement for 3025 E. Imperial Highway - Accept public sidewalk easement dedication and authorize City Clerk to execute and record the easement. There is no fiscal impact to the General Fund. 
 
25.   Monthly Report of Cash Investments for the City of Brea for Period Ending October 31, 2020 - Receive and file.
