Parks, Recreation and Human Services Facility Needs Assessment Report

Receive and file report.
BACKGROUND/DISCUSSION
At their February 5, 2019 meeting, the Brea City Council authorized a Professional Services Agreement with LPA, Inc. to complete a Parks, Recreation and Human Services Facility Needs Assessment to further efforts established by the 2017 Brea Envisions process. The purpose of this planning document is to assess existing parks, recreation and human services facilities within the City of Brea and provide a realistic and visionary guide for the future development of parks, trails, recreation and human services facilities.

At tonight's meeting LPA will provide a presentation to City Council outlining their analytical process, which included establishing a current facility inventory, holding an in-house staff workshop, conducting a technical analysis and needs assessment, before ultimately providing recommendations for new facilities or improvements to meet future demand.

As part of their technical analysis LPA incorporated anticipated development growth to determine future impacts on existing recreational amenities. As Brea continues to grow, this assessment will aide staff in their discussions with developers regarding amenities that can be incorporated into new communities.

To determine their recommendations, LPA took the data collected from their facility inventory, coupled with standards derived by the National Parks and Recreation Association (NPRA) and the current inventory of agencies of similar size and makeup to Brea in order to identify a benchmark for comparison.

In summary, the following is list of LPA's recommendations for new facilities or improvements, in no particular order of priority:
  • New comprehensive Active Adult/Senior Lifestyle Community and Activity Center
  • Synthetic turf multi-sport high school/college regulation field/training facility
  • New aquatics facility with ability to offer balanced recreation and competition swimming opportunities, such as swim meets and practices, water polo matches, swim lessons, open recreation swim and leisure water experiences
  • Additional youth softball fields
  • Multi-use court sport indoor gymnasium
  • Additional multi-sport high school/college regulation fields (soccer, football, rugby and lacrosse) in synthetic turf
  • Multi-sport complex with ability to offer recreation opportunities such as: sand volleyball and tennis/pickleball
  • Additional multi-use jogging/walking/bicycling trails
As is customary in Brea, staff will work to engage residents on their top priorities and strategically incorporate those interests into the City's capital improvement planning efforts or into discussions with developers.
COMMISSION/COMMITTEE RECOMMENDATION
At their January 27, 2020 meeting, the Parks, Recreation and Human Services Commission received and filed this report, and later in October and November 2020 has discussion on how these recommendations would fit into their annual goal-setting exercise. The Commission agreed that more community engagement should occur before implementing any of the recommendations.
FISCAL IMPACT/SUMMARY
There is no fiscal impact to receive and file this report. Community Services staff, in partnership with Public Works, will continue to outreach to the Brea community on priorities and will bring back plans to implement projects where appropriate.
