Purchase of the National Incident-Based Reporting Module from Motorola Solutions Inc.
RECOMMENDATION
Authorize the Police Department to Purchase the National Incident-Based Reporting Module from Motorola Solutions Inc. for $23,585.12.
BACKGROUND/DISCUSSION
Summary Reporting, more commonly known as Uniform Crime Reporting (UCR) was established in the 1920s as a way to help generate reliable and uniform national crime statistics.  Since then, the Federal Bureau of Investigation (FBI) has been charged with collecting, publishing, and archiving these statistics.  Currently, UCR Reporting collects crime data for only eight crime index categories:  murder, rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson.   UCR employs a hierarchy rule; that is, each crime category is given a ranking, and for those incidents with multiple offenses, only the highest-ranked crime is reported. 

In the 1990s, law enforcement saw a need for more detailed reports and introduced the National Incident-Based Reporting System (NIBRS) as the reporting protocol for the FBI, with Incident-Based Reporting (IBR) being the state level of reporting.  California has remained a UCR reporting state.  On June 10, 2016, the FBI’s Uniform Crime Reporting Program informed all states that the FBI would be mandating a transition to an IBR-only data collection by January 1, 2021. 

What is the NIBRS? The NIBRS is a more comprehensive crime data collection system that captures specific details about crimes and offenders through incident-based reporting.  The NIBRS expands UCR crime data from summary counts of eight crime categories to specific incident-level data for 49 different crimes.  Details captured in the NIBRS include the date, time, location, and circumstance of the incident; as well as characteristics of the victim and offender.  In total, there are 58 data elements that are potentially reported for a NIBRS incident.
COMMISSION/COMMITTEE RECOMMENDATION
This item was reviewed by the Finance Committee on January 12, 2021 and was recommended for approval.
 
FISCAL IMPACT/SUMMARY
The purchase of the National Incident-Based Reporting module will facilitate the Brea Police Department transition to an IBR-only data collection system as mandated by the FBI.  The Fiscal Year 2020-21 budget has sufficient funding available in the Dispatch Impact Fees account (543-21-2133-4639) for the acquisition, installation, project management and training at $23,585.12.  First-year maintenance is also included in the first-year cost.  The on-going annual maintenance of $2,998.20, will be budgeted in the Information Technology Internal Support Fund (Fund 475).
