Purchase Online Citizen Reporting System - Coplogic.
RECOMMENDATION
Authorize the Police Department to purchase the Coplogic online reporting system at an annual cost of $13,020.
BACKGROUND/DISCUSSION
A recommendation from the police department's needs analysis and staffing report indicated that an online reporting system is both a best practice and has become commonplace throughout the industry.  Implementation of an online reporting system would improve efficiency, increase the public's ability to file a police report, and reduce the workload for officers and records personnel.  A contract with Coplogic (LexisNexis) would provide an online reporting system that supports multiple languages and translates the reports into English for department personnel.  The Coplogic system also processes non-criminal reporting for common issues such as graffiti and abandoned vehicles.  The Coplogic system has an existing interface with the department's current records management system, so there will be no additional cost for the system interface.  The system also supports statistical crime reporting for both the Uniform Crime Reporting (UCR) program, and the pending new reporting system, the National Incident-Based Reporting System (NIBRS).
COMMISSION/COMMITTEE RECOMMENDATION
This item was reviewed by the Finance Committee on January 12, 2021 and was recommended for approval. 
FISCAL IMPACT/SUMMARY
The fiscal impact is $1,085 per month for an annual cost of $13,020.  The initial contract will be for two years for a total cost of $26,040.  City Council approved the first-year funding of $13,020 from the Dispatch Impact Fee account (543-21-2121-4321) as part of the FY 2020-21 budget for the purchase and implementation of the system as well as training.  As a subsciption-based program, the second-year annual fee of $13,020 will be included in the Police Department annual General Fund Operating Budget.  An assessment of the system's effectiveness will be evaluated before renewal of the contract.
