Subject:
Adopt Resolution authorizing the Mayor to execute contracts for receipt of Coronavirus Aid, Relief and Economic Security (CARES) Act, Community Development Block Grant (CDBG-CV) funds from the County of Orange.
RECOMMENDATION
Adopt Resolution No. 2020-057, approving the City's participation in the Community Development Block Grant Program (CDBG) with the County of Orange; accept Coronavirus Aid, Relief, and Economic Security (CARES) Act, Community Development Block Grant (CDBG-CV) funds allocated by the County of Orange in the amount of $105,508; and authorize the Mayor or his/her designee to execute necessary agreements and/or any other related documents.
BACKGROUND/DISCUSSION
Congress passed the Coronavirus Aid, Relief and Economic Security (CARES) Act in March 2020 which also established the Coronavirus Relief Fund (CRF), which appropriated $150 billion for state and local governments navigating the impacts of COVID-19.  Municipalities with populations under 50,000 are sub-recipients of funds channeled through various Federal, State, and County agencies.

The City of Brea is a sub-recipient of the County of Orange and must use CRF dollars (funneled through the CDBG-CV program) for costs that:
  • Are necessary expenditures incurred due to the public health emergency. 
  • Were not accounted for in the budget most recently approved as of March 27, 2020 (enactment of the CARES Act).
  • Were incurred during the period beginning March 1, 2020 through December 30, 2020.
The U.S. Department of Housing and Urban Development (HUD), through the Community Development Block Grant (CDBG) Program, has authorized CRF reimbursement of up to $105,508 to the City of Brea for COVID-19 related expenditures.

City staff has identified COVID-19 related expenses for reimbursement under this program to include:
  • Disinfectant and cleaning supplies for city facilities and equipment.
  • Personal Protective Equipment (PPE) for staff while performing essential duties on-site and in the field, such as masks and hand sanitizer.
  • Sanitizing and modifications to city facilities, such as Plexiglas barriers and UV air purification systems.
  • Personnel costs related to quarantine, testing, and unemployment insurance.

Unlike typical CDBG requirements, there was no formal application process for CDBG-CV funds due to the need for a quick turnaround.  Instead, City staff were required to submit the above scope of expenses intended for these funds in order for County staff to put together a contract and submit to HUD for approval.  At this time, the contract has been approved by HUD and signed by both parties (Brea's Mayor, and County representative).  To finalize the contract process, approval of a Resolution authorizing the Mayor as signing authority is required.
FISCAL IMPACT/SUMMARY
The City of Brea anticipates CDBG-CV funds in the amount of $105,508 to cover COVID-19 related expenses such as, disinfectant and cleaning supplies, Personal Protective Equipment (PPE), sanitizing and modifications to city facilities, and personnel costs related to quarantine, testing, and unemployment insurance.  There is no negative impact to the General Fund.

Staff is requesting Council accept Coronavirus Aid, Relief, and Economic Security (CARES) Act, Community Development Block Grant (CDBG-CV) funds allocated by the County of Orange and adopt a Resolution authorizing the Mayor or his/her designee to execute necessary agreements and/or any other related documents.
