Conditional Use Permit No. 2021-03: a request to establish a sign program for the new express car wash at 300 South Brea Boulevard, in the C-G (PD), General Commercial (Precise Development) zone.
 
EXECUTIVE SUMMARY
The Applicant, Lee Lapri, is requesting a Conditional Use Permit (CUP) to establish a comprehensive sign program which includes six wayfinding signs, one monument sign, one wall-affixed sign and one wall-affixed digital sign for the express car wash at 300 South Brea Boulevard in the C-G (PD) General Commercial (Precise Development) zone. The express car was previously approved under Amendment to Conditional Use Permit No. 92-12 and Precise Development No. 19-03.

The purpose of a comprehensive sign program is to enhance the overall development through coordinated and compatible style, design, and materials for signage. The proposed signage is subject to the review and approval of the Planning Commission through a comprehensive sign program, subject to a CUP.

The above-mentioned entitlements herein are referred to as the “Project.” 
RECOMMENDATION
Staff recommends that the Planning Commission take the following actions:
  1. Find the project exempt form the California Environmental Quality Act (CEQA) pursuant to the CEQA guidelines Section 15301(g) (Class 1, Existing Facilities) and,
  1. Approve Conditional Use Permit No. CUP 2021-03 to establish a comprehensive sign program for the express car wash, based on the findings and conclusions in the attached resolution (Attachment A), and subject to the recommended conditions of approval (Attachment B); and
BACKGROUND/DISCUSSION
Location
The Project site is approximately 0.66 acres, located on the southeast corner of Imperial Highway and Brea Boulevard. The site had a General Plan Land Use designation of General Commercial and zoning designation of C-G (PD) General Commercial (Precise Development) zone.

History
On August 27, 2019, the Planning Commission approved an amended Conditional Use Permit (CUP) No. 92-12 and Precise Development (PD) No. 19-03 to allow an express car wash (Attachment C). The approval included a remodel and expansion, addition of self-service vacuum stations, façade and landscaping improvements and parking and site access modifications. Amendment to CUP No. 92-12 and PD No. 19-03 deferred the project’s sign request to a later time.

On June 3, 2020, the Applicant submitted their signage permit application through the approval of a building permit review which included wayfinding signs, monument sign and wall-affixed signs. Changes to the previous signs include the addition of one digital sign, the removal of one wall affixed sign and modifications to the monument sign. These changes are reflected in the proposed comprehensive sign program.

PROJECT DESCRIPTION
The car wash comprehensive sign program would provide signage based on the needs of the current tenant. The comprehensive sign program would include the following signs:
  • Six (6) wayfinding signage ranging from 4.3 feet to 10 feet in height located on the east and west driveways to direct customers to the service bays and throughout the property.  
  • One (1) 6-foot tall monument sign on the southeast corner of Brea Boulevard and Imperial Highway that reads “Brea Express.” 
  • One (1) 2-foot tall wall affixed sign that reads “Car Wash” on the west side of the building.
  • One (1) 5-foot tall wall-affixed digital sign featuring business related items.
Overall, the proposed sign program would provide a contemporary and comprehensive set of sign standards and would allow for greater flexibility and opportunities for the car wash while maintaining architectural compatibility with the remodeled buildings on the property.

DISCUSSION
Wall Signs
Figure 1 illustrates one wall-affixed digital sign proposed on the north building elevation (facing Imperial Highway) of the building below the wall-affixed signage. The digital sign would advertise any business-related items by the car wash including specials and membership information. The graphics would be changed weekly and daily, occasionally. Condition c would restrict any off-site advertising, with the exception of City sponsored events, emergencies, and charities provided by the City Manager’s office. Figure 2 illustrates one wall-affixed sign proposed on the east elevation (facing Brea Boulevard) advertising the car wash. 


The wall affixed signs would enhance the overall development through a coordinated and compatible architectural style, design, color and material. The signs meet all applicable development standards including sign area, length, height, and number of signs as shown in Table 1 below.


Freestanding Signs
Wayfinding signs would be located on both the east and west driveways to direct vehicles in and out of the project site. The wayfinding signage would be constructed in a cabinet sign that read “enter” and “exit” for circulation management. All wayfinding signs would comply with the 5-foot setback from all property lines as required by the Brea City Code (BCC). The proposed monument sign would be located on the corner of Brea Boulevard and Imperial Highway. The monument sign would identify the name of the business and read “Brea Express Car Wash.” The monument sign is proposed in a half circular design constructed of metal arbor and colors to match the building, as shown in Figure 3. Individual channel letters would be featured on the sign with a living wall background. The living wall background consist of living plants in plant containers.

The monument sign complies with all applicable development standards including sign area, length, height and number of sings as shown in Table 2.

CONCLUSION
Staff is in support of the comprehensive sign program for the Brea Express Car Wash. The sign program enhances the overall development and is compatible with the architectural style, design, color and material. The sign program also combines various types of signs including wayfinding, monument, and wall-affixed signs.
ENVIRONMENTAL ASSESSMENT
The proposed project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301(g) (Class 1, Existing Facilities)  applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to facilities with no expansion of existing use or former use. This project would approve new sign copy of on-premise signs and does not involve the expansion of the existing use.
