The Council Chambers will be closed to the public. To provide comments or view the meeting via teleconference (zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 2:00 p.m. on Tuesday, February 2, 2021 to obtain the Zoom Meeting ID number and password. Teleconference attendees will participate via audio only and will be muted until recognized at the appropriate time by the Council - video display will be disabled.  The meeting will also be broadcast live at www.cityofbrea.net.

5.   FY 2020-21 Mid Year General Fund Operating  and Capital Improvement Program Budget Update - Receive presentation and provide feedback on the City's General Fund Operating Budget and Capital Improvement Program (CIP) Budget; review decision package requests from Police and Community Services Department; and authorize staff to amend the City's Position Allocation List to replace two part-time Administrative Clerk II positions with one full-time Management Analyst I position as described within the Police Department's decision package request. Any budget impacts to FY 2020-21 as presented this evening are included in separate report on your consent calendar this evening (FY 2020-21 Budget Adjustments for the City's Operating Budget).

PUBLIC HEARING - This portion of the meeting is for matters that legally require an opportunity for public input.  Audience participation is encouraged and is limited to 5 minutes per speaker.
 
14.   Appeal of Planning Commission's decision to approve Conditional Use Permit (CUP) No. 20-10, Precise Development (PD) Plan No. 20-04, and CUP No. 20-18: a request to amend Planning Commission Resolution No. 88-56 to allow the demolition of two commercial buildings to construct a restaurant with a drive-thru, and to amend an existing sign program, at 255 East Imperial Highway, in the C-P (Commercial Professional) PD (Precise Development) Zone - Find the project exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA guidelines Section 15301 (Class 1, Existing Facilities) and Section 15303 (Class 3, New Construction or Conversion of Small Structures, and Deny the appeal and allow the following: Approve Resolution No. 2021-009 Approving CUP No. 20-10 to amend Planning Commission Resolution No. 88-56 to allow a restaurant with a drive-thru; and Approve Resolution No 2021-010 Approving PD Plan No. 20-04 to allow the demolition of two commercial buildings totaling 9,588 square-feet, and the construction of a new 3,267 square-foot single-story restauran; and Approve Resolution No. 2021-011 Approving CUP No. 20-18 to amend the existing sign program.

15.   City Council Code of Conduct Clarification and Committee Appointments - Provide clarification of City Council Code of Conduct regarding the Mayor’s role and responsibility in making internal and external committee assignments, and make any desired changes to current committee appointments. 
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

16.   January 19, 2021 City Council Regular Meeting Minutes - Approve. 
 
17.   Professional Services Agreement with AGA Engineers, Inc. for Traffic Synchronization and Monitoring Services - Approve a Professional Services Agreement with AGA Engineers, Inc. to provide Traffic Synchronization Monitoring Services in an amount not to exceed $50,050. There is no fiscal impact to the General Fund. 
 
18.   Purchase of WatchGuard In-Car Camera and Body-Worn Camera System for Police Department - Authorize the purchase and implementation of a comprehensive WatchGuard in-car and body-worn camera system from Motorola Solutions, Inc. and appropriate an additional $225,000 ($80,000, Public Safety Augmentation Fund (Fund 172); $85,000, Supplemental Law Enforcement Services Fund (Fund 173) and $60,000, Narcotics Seizure Fund (Fund 231)) as part of the City's second-quarter budget adjustments to be combined with existing funding of $207,000 for a total of $432,000 in FY 2020-21. 
 
19.   Art in Public Places Advisory Committee Member Increase - Accept the Interview Committee's recommendation to add one (1) public member to the Art in Public Places Advisory Committee: adopt Resolution No. 2021-012 increasing number of members on the Art in Public Places Advisory Committee; and approve the Interview Committee's recommended appointment.
 
20.   Budget Adjustments to the City Operating  Budget for Fiscal Year 2020-21 - Adopt Resolution No. 2021-013 appropriating funds to adjust the Fiscal Year 2020-21 City Operating Budget.The City Operating Budget adjustments for the General Fund (110) in Exhibit A resulted in a decrease in revenues of $1,509,608 and a decrease in expenditures of $176,169, for a net General Fund decrease in revenues of $1,333,439.
