CALL TO ORDER / ROLL CALL
Meeting called to order at 6:02 pm and all members present.

MATTERS FROM THE AUDIENCE
None.
2.
PLANNING COMMISSION GOAL SETTING
City Planner Killebrew introduced '2021 Planning Commission Goal Setting' and provided a brainstorming worksheet to the Planning Commission. The Planning Commission discussed some potential goals (guiding principles) they can use during their decision-making process. The Planning Commission agreed on some overarching categories/themes: Sustainability, Community Landscape, Community Engagement, Process, Outcome, and Quality of Life. Over the next couple of weeks, the Planning Commission will refine specific goals under these categories that would be finalized at the March 23, 2021, Planning Commission Study Session.

AGENDA ITEMS / CLARIFY REGULAR MEETING TOPICS
Vice-Chair Brattain asked for an update on Commission email addresses being available on the City website. City Planner Killebrew stated it was being considered.
The Study Session adjourned at 7:01 pm.

Meeting called to order at 7:08 pm. All members are present.

- City Planner Killebrew provided the Invocation.

PLEDGE OF ALLEGIANCE
Commissioner Barnes-Ramos led the Pledge of Allegiance.

MATTERS FROM THE AUDIENCE
City Planner Killebrew mentioned a late letter was received after the cut-off time from The Kennedy Commission. The letter was provided to the Commission via email and will be included as an attachment in the City Council Report.
There were no other letters received or speakers on Zoom.
APPROVAL OF MINUTES
8.
Approval of Planning Commission Meeting Minutes of January 26, 2021.
Vice-Chair Brattain made a motion to approve the Planning Commission Meeting Minutes of January 26, 2021. Commissioner Chandel seconded the motion.
Motion carried 5-0.
PUBLIC HEARINGS
9.
Request to continue Agenda Item No. 9: General Plan Amendment No. GPA 2021-01 to clarify the purpose and intention of The Planned Community (PC) Zone within the City Code.
Commissioner Barnes-Ramos made a motion to continue General Plan Amendment No. GPA 2021-01 to a date uncertain. Commissioner Phu seconded the motion.
Motion carried 5-0.
CONSENT ITEMS
10.
General Plan Annual Progress Report and Housing Element Annual Report for 2020.
Community Development Intern, Sergio Heredia-Melchor, provided a presentation.
Commissioner Phu made some non-substantive comments that were summarized and emailed to Staff for consideration.
Commissioner Phu made a motion to recommend the City Council receive and file the Annual Progress Report. Vice-Chair Brattain seconded the motion.
Motion carried 5-0.
ADMINISTRATIVE ITEMS

PLANNING DIVISION UPDATES
The Commission had no questions.
12.
COMMITTEE REPORTS
None.
13.
INFORMATIONAL / PROJECT UPDATES
City Planner Killebrew reminded the Commission of an upcoming training opportunity and reminded them of the early start time for March 23, 2021, Planning Commission Study Session and Housing Element Community Meeting.
14.
ADJOURNMENT
Chair Schlotterbeck adjourned the meeting at 7:38 pm.
