Accept State of California Tobacco Grant Program Award for School Resource Officer and Tobacco Education, Outreach and Enforcement and Retailer Education and Compliance Programs
RECOMMENDATION

1. Adopt a Resolution accepting a State of California Tobacco Grant Program Award for the School Resource Officer (SRO), SRO Tobacco Education, Outreach and Enforcement and Tobacco Retailer Education and Compliance Programs in an amount up to $748,095, for the three-year grant program beginning December 1, 2021 and ending June 30, 2025.

2. Authorize the Police Chief to enter into a Memorandum of Understanding with the Department of Justice, for receipt of grant funds.

BACKGROUND/DISCUSSION

The Police Department recently secured a State Tobacco Grant that funds the existing School Resource Officer (SRO), a Tobacco Education, Outreach and Enforcement Program, and a Retailer Education and Compliance Program. The overarching goal of these programs is to educate students and retailers regarding the negative affects of tobacco use by Brea's youth. The grant will reimburse the City for up to:

The grant funds the existing SRO position for FY 2021-22 through FY 2023-24. Under the terms of the grant, the SRO will receive training and develop and implement a Tobacco Education, Outreach and Enforcement Program to be utilized within the schools throughout the City.

In addition to the SRO, the grant funds a Tobacco Retailer Education and Compliance Program, which will educate the more than twenty registered retail locations in Brea that sell tobacco products about tobacco laws and conduct four compliance checks annually, aimed at reducing illegal tobacco sales.

COMMISSION/COMMITTEE RECOMMENDATION
The Finance Committee reviewed this item at their February 8, 2022, meeting and recommended it for City Council approval.
FISCAL IMPACT/SUMMARY

As this grant fully funds the existing SRO position for Fiscal Years 2021-22 through 2023-24, there is a positive impact to the City’s General Fund in the amount of up to $678,600 over the three budget years. There is no negative impact to the City's General Fund as all costs related to the compliance and training programs will be fully reimbursed by the State.
