Arovista Park Modernization Concept Plan Review
RECOMMENDATION
Approve Arovista Park Modernization Concept Plans, as presented.
BACKGROUND/DISCUSSION
Arovista Park's original construction started on the west side in 1987.  The part on the east side of the flood control channel followed years later to make up the current 14.89 acres.  A skate park was added in the southeast corner in 1999.  The renovation of the skate park was completed on schedule in September 2022. 
 
In the Fall of 2020, the City’s Parks Recreation and Human Services Commission adopted their Goal Setting Executive Summary that highlighted several improvements that are currently needed at Arovista Park.  City Council directed staff to move forward with exploring a modernization of Arovista Park at their May 4, 2021, meeting, with an emphasis on an all-accessible playground and other park improvements.  These include upgrades to existing fields and courts; the addition of multi-generational recreational opportunities; and the desire for an all-accessible play area.                 
 
Extensive community outreach and engagement followed through the remainder of 2021, resulting in an initial concept plan for the park.  At their Special Meeting on March 8, 2022, the City’s Parks, Recreation and Human Services Commission established a base project with other priorities for the Arovista Park Modernization Project.  The base project included an all-accessible playground; skate park sound wall; parking lots; restrooms; golf safety netting; tracks/trailhead/lighting and design.  Other priorities included the baseball fields; amphitheater; Jubilee Grove; active adult area; and courts for pickleball, basketball and volleyball. There was a consensus to include relocating the sound wall in the base project and staff also recommended safety netting at the golf course, as part of the base project, which should be completed this month. 

In June of 2022 City Council awarded a design services agreement to David Volz Design for plans, specifications and estimates (PS&E) for Arovista Park Modernization, CIP 7978.  

City Council will receive a detailed presentation at this meeting outlining the many proposed improvements within this comprehensive modernization project, which include: 
  • Re-imagined and all-accessible playground growing from 10,000 to 34,000 sq.ft.;
  • Four new pickleball courts;
  • Upgraded basketball and volleyball courts;
  • Upgraded baseball fields and amenities, with accommodations for a full-size soccer field;
  • New, pre-fabricated restroom facilities;
  • New outdoor events/performance space;
  • Revitalized Jubilee Grove honoring Brea's 75th anniversary; and
  • Upgraded Tracks at Brea Trail amenities.
To date, the City has secured $10.5 million in funding for this project with cost estimates still being finalized. The current funding breakdown is shown below:

If City Council is in agreement with staff's recommendation tonight, staff intends to come before City Council at their April 17, 2023, meeting to award a construction bid at which time funding options will be finalized.

Staff anticipates construction for this project to begin in late-April 2023 and completion within 18 months.
COMMISSION/COMMITTEE RECOMMENDATION
The Parks, Recreation and Human Services Commission reviewed the concept plans at their January 23, 2023, Special Meeting and approved the item for continuation to City Council.
FISCAL IMPACT/SUMMARY
Staff is not seeking any additional funding direction from the City Council at this time. Final funding will be discussed at the April 17, 2023, City Council meeting.
