14.   Response to Public Inquiries - Mayor / City Manager
 
PUBLIC HEARING - This portion of the meeting is for matters that legally require an opportunity for public input.  Audience participation is encouraged and is limited to 5 minutes per speaker.
 
15.   Consideration of an Ordinance of the City Council of the City of Brea adopting Zoning Text Amendment No. ZTA 20-01 to Amend Title 20 of the Brea City Code to Replace the Provisions Pertaining to Accessory Dwelling Units and Junior Accessory Dwelling Units Within the City of Brea -  Find the project exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17 and CEQA Guidelines Section 15282(h); and introduce Ordinance No. 1220 of the City Council of the City of Brea adopting Zoning Text Amendment No. ZTA 20-01 to amend Title 20 of the Brea City Code (BCC) to replace the provisions pertaining to Accessory Dwelling Units (ADU) and Junior Accessory Dwelling Units (JADU) within the City of Brea (Attachment A); and schedule a second reading to adopt Zoning Text Amendment No. ZTA 20-01 on March 16, 2021.
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

16.   February 16, 2021 City Council Regular Meeting Minutes - Approve.
 
17.   Amendment No. 1 to Professional Services Agreement with HF&H Consultants, LLC for Refuse Contract Negotiations and SB 1383 Compliance Assistance in the Additional Amount of $95,000 -  Approve Amendment No. 1 to Professional Services Agreement (PSA) with HF&H Consultants, LLC for Refuse Contract Negotiations and SB 1383 Compliance Assistance in the Additional Amount of $95,000. Funding in the amount of $95,000 will come from the enterprise fund for refuse-related expenditures, Fund 440 (Sanitation & Street Sweeping).
 
18.   Acceptance of the Alley Rehabilitation Projects, CIP 7319, 7320 & 7321 -  Accept projects as complete and authorize City Clerk to record Notice of Completion(s); and authorize City Clerk to release the Payment and Performance Bond(s). There is no impact to the General Fund. 
 
19.   Extension of Professional Services Agreement with Interwest Consulting Group, Inc. - Approve one-year extension of Professional Services Agreement with lnterwest Consulting Group, lnc. in the amount not-to-exceed $150,000 per year. There is no impact to the General Fund.
