Procedures for Addressing the Council
This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic.

Written comments may be sent to the City Clerk's Office at cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, April 6, 2021. Any comments received via email will be summarized aloud into the record at the meeting. To provide comments in person, the Council Chambers will be open to a limited number of members from the public in observance of social distancing guidelines. Masks and temperature checks are required. Based on capacity, the public may be required to cycle in and out of the Chambers as to provide everyone in attendance an opportunity to address the Council. To provide comments by teleconference (Zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, April 6, 2021 to obtain the Zoom Meeting ID number and password. Teleconference participants will be muted until recognized at the appropriate time by the Council. The meeting will also be broadcast live at www.cityofbrea.net.

CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

17.   March 16, 2021 City Council Regular Meeting Minutes - Approve.
 
18.   Final Parcel Map 2017-125, Subdivision Agreement and Bonds; Encroachment License Agreement; Site Maintenance and Restoration Agreement; and Grant of Easement for Brea Imperial Center Located at the Southwest Corner of Imperial Highway and State College Boulevard - Accept Final Parcel Map 2017-125; approve Subdivision Improvement Agreement and Bonds; approve Encroachment License Agreement; approve Site Maintenance and Restoration Agreement; and approve Grant of Easement. There is no fiscal impact to the General Fund. 
 
19.   Applicants Agent Resolution for Homeland Security Funds - Adopt Resolution No. 2021-015, which authorizes and designates City staff to perform as an Applicants Agent to complete and sign State and Federal documents related to homeland security, disaster response and disaster recovery.
 
20.   Proposal with Citygate Associates, LLC. to Conduct a Community Risk Assessment / Standards of Cover Study for the Brea Fire Department - Approve the proposal from Citygate Associates, LLC. to conduct a Community Risk Assessment (CRA) and Standards of Cover (SOC) for the Brea Fire Department and appropriate $72,661 from General Fund (Fund 110) reserves as part of the third quarter City-wide budget adjustments.
 
21.   Public Improvements Acceptance for Tract 17389 for Central Park Village Development Located on the South Side of Central Avenue at Site Drive - Accept public improvements; release Improvement Bonds; and accept One-Year Warranty Bond. There is no fiscal impact to the General Fund.
