Fiscal Year 2021-22 Capital Improvement Program Finding Of Conformance With The General Plan
REQUEST

Review the list of proposed Public Works Department Capital Improvement Plan (CIP) projects recommended for planning, design, or construction during the coming fiscal year, and report to the City Council as to conformity with the General Plan.    

RECOMMENDATION

Staff recommends that the Planning Commission adopt a resolution finding that the Fiscal Year (FY) 2021-22 CIP projects identified within the General Plan Conformance Matrix, are in conformance with the General Plan.
 

BACKGROUND/DISCUSSION
BACKGROUND
Government Code Section 65401 requires that the Planning Commission review the list of proposed projects in the FY 2021-22 CIP and verify their conformance with the General Plan.  Subsequent to the Planning Commission’s adoption of the resolution for CIP’s general conformance, the City Council will then adopt the proposed CIP budget.  Note that City Council adoption of the proposed CIP budget is anticipated to occur in June of 2021.

DISCUSSION
The goals of the CIP are to enhance the quality of life in the community, to maintain the City’s infrastructure, and to improve traffic systems within the City.  Please see the attached General Plan Conformance Matrix for a listing of the proposed FY 2021-22 CIP projects and the policies and goals achieved by each project.  There are a number of existing/carryover CIP projects that were determined to be in conformance with the General Plan in previous years.  There are fourteen (14) new projects proposed as part of the FY 2021-22 CIP.  The new projects proposed in the FY 2021-22 CIP are as follows:


 
ENVIRONMENTAL ASSESSMENT

The environmental documentation and/or clearance has been completed for a number of projects.  Environmental documentation and/or clearance for the other projects will be completed prior to the start of construction.  The attached Exhibit A lists the projects in the CIP for the next fiscal year and provides a summary of the status of their environmental clearance.  This conformance is ministerial and as such is exempt from the requirements of California Environmental Quality Act (CEQA) per Section 15268 (a).
