Procedures for Addressing the Council
This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic.

Written comments may be sent to the City Clerk's Office at cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, May 4, 2021. Any comments received via email will be summarized aloud into the record at the meeting. To provide comments in person, the Council Chambers will be open to a limited number of members from the public in observance of social distancing guidelines. Masks and temperature checks are required. Based on capacity, the public may be required to cycle in and out of the Chambers as to provide everyone in attendance an opportunity to address the Council. To provide comments by teleconference (Zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, May 4, 2021 to obtain the Zoom Meeting ID number and password. Teleconference participants will be muted until recognized at the appropriate time by the Council. The meeting will also be broadcast live at www.cityofbrea.net.

CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

CITY COUNCIL - CONSENT
 
15.   April 20, 2021 City Council Regular Meeting Minutes - Approve.
 
16.   Contract with Motorola Solutions to Purchase WatchGuard In-Car Camera and Body-Worn Camera System for Police Department - Approve contracts with Motorola Solutions to purchase WatchGuard In-Car Camera and Body-Worn Camera System and Digital Evidence Management System for Police Department. The total purchase price for this project is $993,075.08 over five years. The City will pay Motorola $431,978.99 at the time of purchase and implementation (referred to as "Year 1"). The Revenue and Budget Division has already allocated all of this money (details of this allocation are outlined in the February 2, 2021 Staff Report). The City will pay Motorola $53,120 per year in subsequent years (referred to as "Year 2" though "Year 5" for cloud-based storage fees. In addition, the City will allocate $69,723 per year (in Years 1-5) that will be used to replace equipment when it reaches the end of its service life. This project will be funded through Fund 172 (Public Safety Fund), Fund 173 (Supplemental Law Enforcement Fund), Fund 182 (Fixed Asset Replacement Fund) and Fund 231 (Asset Forfeiture Fund). 
 
17.   Road Repair and Accountability Act, Local Streets and Roads Funding Program, Fiscal Year 2021-22 Proposed Project List - Approve Resolution No. 2021-025 Adopting a List of Projects Funded the Road Repair and Accountability Act. There is no fiscal impact to the General Fund. 
 
18.   Authorize Additional Contingency Amount for Contract with Stephen Doreck Equipment Rentals, Inc. for the Moorpark Drive Water Improvements Project - Authorize the City Engineer to issue Change Orders up to a "not-to-exceed" amount of 25% of the Contract Price for additional materials and labor to complete the project. The project will be funded from the 420 Water Fund. There is no fiscal impact to the General Fund. 
 
19.   Resolution Establishing the FY 2020-2021 City of Brea Master Employee Salary Schedule to Comply with CalPERS Regulations - That the City Council adopt Resolution No. 2021-026 establishing the 2020 City of Brea Master Employee Pay Schedule confirming the pay rates/ranges for all City of Brea established positions in order to comply with CalPERS Regulations. This is an annual requirement. There is no fiscal impact to the General Fund. 
 
20.   Monthly Report of Cash Investments for the City of Brea for Period Ending March 31, 2021 - Receive and file.
