Arovista Park Modernization, CIP 7978
RECOMMENDATION
Adopt Resolution 2021-035 to Appropriate $680,000 from the Park Development Fund, (Fund 250) for Project Design and Golf Course Safety Netting.
BACKGROUND/DISCUSSION
Arovista Park's original construction started on the west side in 1987.  The part on the east side of the flood control channel followed years later to make up the current 14.89 acres.  A skate park was added in the southeast corner in 1999.  The current skate park is currently under renovation and will reopen in the 3rd quarter of this year.
 
In the Fall of 2020, the City’s Parks Recreation and Human Services Commission adopted their Goal Setting Executive Summary that highlighted several improvements that are currently needed at Arovista Park.  City Council directed staff to move forward with exploring a modernization of Arovista Park at their May 4, 2021 meeting, with an emphasis on an all-inclusive playground and other park improvements.  These include upgrades to existing fields and courts; the addition of multi-generational recreational opportunities; and the desire for an all-inclusive play area.                 
 
Extensive community outreach and engagement followed through the remainder of 2021, resulting in the attached concept plan for the park (Exhibit A).  At their Special Meeting on March 8, 2022, the City’s Parks, Recreation and Human Services Commission established a base project with other priorities for the Arovista Park Modernization Project.  The base project included an all-inclusive playground; skate park sound wall; parking lots; restrooms; golf safety netting; tracks/trailhead/lighting and design.  Other priorities included the baseball fields; amphitheater; Jubilee Grove; active adult area; and courts for pickleball, basketball and volleyball.  Cost estimates developed with the concept plan estimated the design for bid-ready construction plans and specifications at $450,000, and the golf safety netting at $230,000.  The design will include everything shown on the concept plan excluding the bridge and splash pad, which are shown as alternate items.  There was a consensus to include relocating the sound wall in the base project, which is shown as the other alternative on the concept plan.  Staff is also recommending safety netting at the golf course, as part of the base project, to precede the modernization project and be installed prior to the completion and opening of the Skate Park, later this year.   The new netting would be installed along the property line adjacent to the #9 tee and behind the #8 green between the golf course and park.  No funding has been appropriated to date for the project and staff recommends using Fund 250 for the design and netting.
COMMISSION/COMMITTEE RECOMMENDATION
The Finance Committee reviewed this at their meeting on April 26, 2022, and recommended it for City Council approval.
FISCAL IMPACT/SUMMARY
In May of 2021, the City Council directed staff to explore modernizing Arovista Park focusing on an all-accessible playground.  Cost estimates based on a concept plan developed from the community's input indicate the design cost at $450,000 and golf safety netting at $230,000.  To date, no funding has been appropriated for the Project.  Staff recommends appropriating $680,000 from the Park Development Fund 250 for the design and safety netting. There is sufficient fund balance in the Park Development Fund for this project.
