Procedures for Addressing the Council
This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic.

Written comments may be sent to cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, June 15, 2021 which will be summarized aloud into the record at the meeting. To provide comments in person, the Council Chambers will be open to a limited number of members from the public in observance of social distancing guidelines. Masks and temperature checks are required. Based on capacity, the public may be required to cycle in and out of the Chambers as to provide everyone in attendance an opportunity to address the Council. To provide comments by teleconference (Zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, June 15, 2021 to obtain the Zoom Meeting ID number and password. Teleconference participants will be muted until recognized at the appropriate time by the Council. The meeting will also be broadcast live at www.cityofbrea.net.

17.   Public Hearing to Consider the Adoption of the City of Brea FY 2021-22 Operating Budget - Receive public input on the Fiscal Year 2021-22 Proposed Operating Budget as presented in the Fiscal Year 2021-22 Proposed Operating Budget document and adopt Resolution No. 2021-040 approving the Fiscal Year 2021-22 Operating Budget and appropriating funds for the City of Brea Fiscal Year 2021-22 Operating Program.
 
18.   Public Hearing to Consider the Adoption of the Successor Agency to the Brea Redevelopment Agency 2021-22 Operating Budget - City Council, as Successor Agency: Adopt Resolution No. SA 2021-01 appropriating funds for the Successor Agency to the Brea Redevelopment Agency 2021-22 Proposed Operating Program Budget.
 
19.   Public Hearing to Approve the Capital Improvement Program Budget For Fiscal Year 2021-2022 - Adopt Resolution No. 2021-041 for the Capital Improvement Program (CIP) Budget for Fiscal Year 2021-2022 as presented in the proposed Seven-Year CIP document. Changes proposed by City Council or staff at the Public Hearing, if any, will be reflected in the final adopted CIP budget. The fiscal impact for the FY 2021-2022 CIP Budget is $8,178,373. Funding sources include the following: Fixed Asset Replacement Fund; Gas Tax Fund; Measure M Fund; Community Development Block Grant Fund; Urban Runoff Fund; Water Fund; Sewer Fund; Storm Drain Fund; Traffic Impact Fees Fund; Federal Grants; State Grants; County Grants; and other miscellaneous contributions.
 
20.   Public Hearing to Consider Adoption of 2021-22 Operating Budget for the Brea Community Benefit Financing Authority - Adopt Resolution No. BCBFA 2021-01 appropriating funds for the Brea Community Benefit Financing Authority 2021-22 Operating Budget, as presented in the 2021-22 Proposed Budget document.
 
21.   Public Hearing to Consider Adoption of 2021-22 Operating Budget for the Brea Public Financing Authority -  Adopt Resolution No. A 2021-02 appropriating funds for the Brea Public Financing Authority 2021-22 Operating Budget, as presented in the 2021-22 Proposed Budget document.
 
22.   Public Hearing to Consider Resolution Adding New User Fees for Special City Services - Adopt Resolution No. 2021-042 adding a new Preliminary Plan Review (PPR) User Fee and Zoning Verification Letter User Fee. Based on a similar volume of services, this would result in an estimated $20,525 to the City's General Fund (110) annually and is currently programmed in the proposed FY 2021-22 Budget.
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

23.   June 1, 2021 City Council Regular Meeting Minutes - Approve.
 
24.   Renewed Measure M (M2) Eligibility Submittal Package for Fiscal Year 2021-22 -  Approve and authorize staff to submit to Orange County Transportation Authority (OCTA) the Measure M2 Seven-Year Capital Improvement Program for Fiscal Years 2021-22 through 2027-28 to comply with Measure M2 eligibility criteria; and adopt Resolution No. 2021-043 concerning the status and update of the Circulation Element, Mitigation Fee Program, and Pavement Management Plan for the Measure M (M2) Program. There is no fiscal impact to the General Fund. 
 
25.   Adopt a Resolution approving a Side Letter Agreement between the City of Brea and the Brea Police Association to comply with CalPERS Special Compensation reporting requirements for Holiday Pay - Adopt Resolution No. 2021-044, approving a Side Letter Agreement between the City of Brea and the Brea Police Association regarding Special Compensation reporting requirements for Holiday Pay in order to comply with CalPERS Regulations.
 
26.   Amendment No. 2 to Professional Services Agreement with Keyser Marston Associates, Inc. - Approve Amendment No. 2 to Professional Services Agreement (PSA) with Keyser Marston Associates, Inc. (KMA) to provide financial analysis services for the Acacia Apartments project and Trumark affordable for-sale units at Central Park Village in the additional amount of $30,250. There is no fiscal impact to the General Fund. 
 
27.   Approval of the Fiscal Year 2021-22 Appropriations Limit - Adopt Resolution No. 2021-045 approving the Fiscal Year 2021-22 Appropriations Limit. There is no fiscal impact to the General Fund. 
 
28.   Easement Agreement with Southern California Edison for Installation and Maintenance of Equipment for Electric Charging Stations at Parking Structure No.2 Approve Easement Agreement with SCE for installation of Tesla charging stations. There is no fiscal impact to the General Fund. 
 
29.   First Amendment to Supercharger Agreement with Tesla to Install Charging Stations in Parking Structure No. 2 - Approve the First Amendment to Supercharger Agreement. There is no fiscal impact to the General Fund. 
 
30.   Purchase of New Schwarze CNG Model A7 Tornado Street Sweeper - Approve issuance of purchase order in the amount $323,978.12. There is no fiscal impact to the General Fund. 
 
31.   Acceptance of Contract and Notice of Completion for Contract with Stephen Doreck Equipment Rentals, Inc., CIP No. 7311, CIP No. 7453, and CIP No. 7464 -  Accept project as complete and authorize the City Clerk to record a Notice of Completion for the Puente Street from Imperial Highway to Lambert Road Improvements, Capital Improvement Program (CIP) No. 7311; Gemini Avenue and Titan Way Improvements, CIP 7453; and Puente Street from Briarwood Road to Imperial Highway Improvements project; and authorize the City Clerk to release the Payment and Performance Bond upon notification from the Public Works Department. There is no fiscal impact to the General Fund.
