General Plan Amendment No. 2022-03: Amendment and Re-Adoption of the City's 6th Cycle Housing Element
RECOMMENDATION
Staff recommends that the City Council take the following actions:
  1. Find the re-adoption of the City’s 6th Cycle Housing Element exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061;
  2. Adopt the Resolution (Attachment A) approving General Plan Amendment No. GPA 2022-03 to amend and re-adopt the City’s 6th Cycle Housing Element for the 2021-2029 planning period, based on the findings and conclusions in the Resolution; and 
  3. Direct City staff to submit the adopted revised Housing Element to HCD.
BACKGROUND/DISCUSSION
The Housing Element is a State-mandated chapter of the City’s General Plan that sets forth a plan to address the City’s identified housing needs, which is required to be updated every eight years. On January 3, 2022, after the City Council's adoption of the City's 6th Cycle Housing Element (Housing Element) on September 21, 2021, California Department of Housing and Community Development (HCD) issued a comment letter indicating that the City must incorporate additional analysis and modifications to the adopted Housing Element in order to obtain certification. As such, the Housing Element has been revised to address HCD's comments, and now requires the City Council's re-adoption. Staff received a verbal confirmation from HCD staff to move forward with the re-adoption process on July 26, 2022. Once re-adopted, the revised Housing Element will be resubmitted to HCD for final certification

Attachment 1 to this report is a comprehensive staff report that describes details of the revised Housing Element.
FISCAL IMPACT/SUMMARY
The City approved a contract with Karen Warner Associates in the amount of $111,342 for the Housing Element and Safety Element Updates. Funding sources come from a combination of General Plan Maintenance Fund (120), Successor Agency Housing Fund (280), and Senate Bill 2 Planning Grants Program Funds (110).
