RECOMMENDATION
  1. Conduct a Public Hearing to receive public input
  2. Accept and approve the 2022 Public Health Goals Report on Water Quality
BACKGROUND/DISCUSSION
Under the Calderon-Sher Safe Drinking Water Act of 1996, public water systems in California serving greater than 10,000 service connections must prepare a report containing information on the detection of any contaminant in drinking water at a level exceeding a Public Health Goal (PHG), estimate of costs to remove detected contaminants to below the PHG using Best Available Technology (BAT), and health risks for each contaminant exceeding a PHG. This report must be made available to the public every three years. This report has been prepared to address the requirements set forth in Section 116470 of the California Health and Safety Code.  The report has been designed to be as informative as possible, without unnecessary duplication of information contained in the Consumer Confidence Reports, which are mailed to customers by July 1st of each year.

The attached 2022 Public Health Goals Report on Water Quality was prepared by Stetson Engineers, Inc. for the City’s Water Utilities Division and compares the City of Brea’s drinking water quality with the PHG’s and Maximum Contaminant Level Goals (MCLG) set forth by the Office of Environmental Health Hazard Assessment (OEHHA) and the United States Environmental Protection Agency (EPA).  PHGs and MCLGs are not enforceable standards and no action to meet them is mandated or required. The City’s water system complies with all of the health-based drinking water standards and MCLs set forth by the California Department of Public Health and the EPA.  The Public Notice was published on September 1, 2022, in the Star-Progress.  No additional actions are required.
FISCAL IMPACT/SUMMARY
This action has no fiscal impact to the General Fund.
