Purchase of Firefighter Turnouts
Authorize the Purchasing Agent or designees to issue purchase orders in an amount not-to-exceed $67,097 for the purchase of LION brand firefighter turnouts from AllStar Fire Equipment, Inc.
In compliance with National Fire Protection Association (NFPA) standard 1851, firefighter turnouts shall be retired no more than ten (10) years from the date manufactured. The standard provides specifications for mandatory features of the turnouts, which are present in the LION V Force model. From the same standard, an assessment of the department’s needs determined each firefighter will be issued two sets of turnouts. These turnouts are on a 5-year rotation to never have a firefighter with expired turnouts. The first part of this purchase is ten full sets as part of the 5-year rotation and split between the Paramedic and Suppression Budget. The second part of this purchase is the purchase of eight (8) full sets of turnouts for our eight newly hired firefighters and will serve as their second set. Funding for these eight sets will be out of the Suppression budget.
The turnouts will be purchased sole source from AllStar Fire Equipment. Allstar Fire Equipment and LION have experienced a decade-long partnership in proudly supplying the California fire service with the highest quality personal protective equipment. AllStar Fire Equipment’s dedication to the highest standards of service and integrity has developed into their position as the Sole Source Distributor for LION's NFPA compliant LION® brand turnouts to the municipal fire service market in California and Hawaii. LION provides state-of-the-art ergonomics in its Janesville® VForce ® turnouts and true innovations such as lsodri®, Semper Dri™, Lite-N-Dri™ and Ventilated Trim™, responding to the needs of the fire service, with focus on metabolic stress reduction, durability, mobility and comfort.
Recommended for Approval at the 09/12/2023 Finance Committee Meeting.
This purchase is budgeted within the City's Operating Budget for Fiscal Year 2023-25 with funding from the City's General Fund (110) for $53,097 for the Fire Suppression Division and the City's Paramedic Services Fund (174) for $14,000 for the Paramedic Services Division. No additional appropriation is needed at this time.
