Procedures for Addressing the Council
This meeting is being conducted consistent with Governor Newsom’s Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic.

Written comments may be sent to cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, June 1, 2021 which will be summarized aloud into the record at the meeting. To provide comments in person, the Council Chambers will be open to a limited number of members from the public in observance of social distancing guidelines. Masks and temperature checks are required. Based on capacity, the public may be required to cycle in and out of the Chambers as to provide everyone in attendance an opportunity to address the Council. To provide comments by teleconference (Zoom), members of the public must contact City Staff at (714) 990-7756 or cityclerksgroup@cityofbrea.net no later than 12:00 p.m. on Tuesday, June 1, 2021 to obtain the Zoom Meeting ID number and password. Teleconference participants will be muted until recognized at the appropriate time by the Council. The meeting will also be broadcast live at www.cityofbrea.net.

PUBLIC HEARINGS - This portion of the meeting is for matters that legally require an opportunity for public input.  Audience participation is encouraged and is limited to 5 minutes per speaker.
 
14.   Public Hearing to Consider Levying an Assessment for Landscape and Lighting Maintenance Districts (LLMDs) #1, 2, 3, 4, 5, 6 and 7 for Fiscal Year 2021-2022 - Adopt Resolution Nos. 2021-029 through 2021-035, levying assessments for Fiscal Year 2021-2022 after receiving testimony at the Public Hearing on June 1, 2021. There is no fiscal impact to the General Fund. 
 
15.   2020 Urban Water Management Plan - Adopt Resolutions 2021-036 and 2021-037 - Conduct a Public Hearing to receive public input; adopt Resolution 2021-036 adopting the 2020 Urban Water Management Plan; and adopt Resolution 2021-037 adopting an addendum to the 2015 Urban Water Management Plan. There is no fiscal impact to the General Fund. 
 
16.   Water Shortage Contingency Plan - Adopt Resolution 2021-038 - Conduct a Public Hearing to receive public input; and adopt Resolution 2021-038 adopting a Water Shortage Contingency Plan. There is no fiscal impact to the General Fund. 
 
CONSENT CALENDAR - The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

17.   May 18, 2021 City Council Regular Meeting Minutes - Approve.
 
18.   Adopt Water Shortage Contingency Response Ordinance No. 1221 – Adopt Level 1 Water Shortage Condition Resolution No. 2021-039 - Adopt Ordinance No. 1221 regarding water shortage contingency response and amending the Brea City Code and adopt Resolution 2021-039 declaring the existence of Level 1 water shortage conditions. There is no fiscal impact to the General Fund. 
 
19.   Professional Services Agreement with Housing Programs for City’s Housing Rehabilitation Program - Approve Professional Services Agreement with Housing Programs to administer the City’s Housing Rehabilitation Program in the amount not-to-exceed $174,288.38 (year one - $34,360; year two - $34,360; year three - $34,979; year four - $34,979; year five - $35,610.38); authorize the City Manager to execute the Professional Services Agreement with Housing Programs; and authorize the City Manager to extend the term of the Professional Services Agreement for four (4) additional one-year terms. There is no fiscal impact to the General Fund. 
 
20.   Amendment No. 2 to Professional Services Agreement (PSA) with Stantec in the Additional Amount of $14,300 - Approve Amendment No. 2 to Professional Service Agreement (PSA) for additional design services for the Brea Skate Park, Project 7914; and authorize the Director of Public Works to authorize change orders in the not-to-exceed amount of 10%. Funds are available in the CIP Project #7914.
