3. | RAISING CANE'S PREVIEW City Planner Killebrew provided a presentation of the project and the Commission had questions related to traffic, circulation and parking. |

4. | PLANNING DIVISION UPDATES City Planner Killebrew asked for feedback on the new format for Project Updates. Commissioners gave a few suggestions on format, order, applicant's name, Art in Public Places, etc. City Planner Killebrew introduced new staff to the Commission. Study Session adjourned at 6:35 pm. |

8. | MATTERS FROM THE AUDIENCE City Planner Killebrew introduced Mayor Simonoff via Zoom. Mayor Simonoff thanked the Commission for their volunteer time and service to the City of Brea and presented them with a gift basket in lieu of the dinner that usually occurs. |

Motion was made by Commissioner Schlotterbeck, seconded by Vice Chair Brattain to approve the September 22, 2020 Planning Commission minutes. | |||||||||||

10. | PLANNING CALENDAR Planning Staff recommends that the Planning Commission cancel the December 22, 2020 regularly scheduled meeting and add a Planning Commission Special Meeting for December 8, 2020. |

11. | Conditional Use Permit No. CUP 20–13, A Request to Allow a Place of Worship at 245 West Birch Street, Suite A in the Mixed Use I (Mu-I) Zone. Contract Planner, Jennifer Steen, made a presentation of the project. The Commission asked questions as related to: feeding the homeless, parking, church capacity, pedestrian flow. Chair McGrade opened the Public Hearing to the public. The property owner, Dwight Manley and the applicant representative, Bruce Wood, spoke in favor of the project. Staff summarized one letter into the record from a resident that opposed homeless outreach onsite. Hearing no further testimony, Chair McGrade closed the public hearing. Commission discussed condition language in Item C to read "in accordance with Zoning Code" and adding "County" into 4 B. |

12. | OLD BUSINESS Baseline Traffic Monitoring Report for Tentative Parcel Map No. 2016-178 Located at the Northwest Corner of Birch Street and State College Boulevard. Commissioner Barnes-Ramos recused herself from the proceedings due to a conflict of interest. Principal Engineer Chapman introduced the item and William Lee and Jason Xu of Avalon Bay gave a presentation of the item. A 5 minute recess was taken to address technical difficulties. Commission asked questions related to occupancy, dates of monitoring, adapting to Covid, notice of completion, inspections etc. |

14. | INFORMATIONAL / PROJECT UPDATES City Planner Killebrew reminded the Commission of the upcoming Special Joint Meeting on November 10 to kickoff the Housing Element. He also stated the Lakers and the Dodgers were 2020 champions and wanted to be sure this was part of the official record. Commissioner Schlotterbeck reminded the Commission of 2 upcoming PDAOC Lunch & Learn opportunities. |
